"I love my little puppy," was what my daughter kept saying as she snuggled this little cutie. Although the package says 4+, my almost 3-year-old girl adores this toy. The puppy's fur is very soft to the touch (though it does have a solid frame underneath), and when you stroke along its back (activating a button beneath the fur) the puppy will do several things: it barks, makes little "puppy"-type sounds, stretches, wiggles, and wags it's tail. Its eyes also sleepily blink. It is powered by 3 AAA batteries (included).
While the bark is a higher-pitched puppy bark, it is not excessively loud and I do not find it annoying. The plastic 'bone' is more of an imagination toy, as the puppy does not respond to or recognize it like some of the more expensive toys you might find. It seems to be quite sturdy; I assume that the 4 and over age rating is due to the fact that, while the puppy doesn't walk or move a lot, the legs are jointed/slightly movable. If a child really wanted to pull hard on the legs or, maybe, sit or stand on it, I can imagine that the moving parts could get stripped or broken. I don't forsee my 3 year old having any problem with this. All in all, this is a very cute toy for the $10-$15 price range.
